The Post Graduate Diploma in Urban Environment Management and Law (PGDUEML) is a specialised course that focuses on strengthening the delivery capacity of urban administrators and environment professionals. The PGDUEML course aims to provide participants with in-depth knowledge and a thorough understanding of urban laws, by-laws, and policies. It equips individuals to identify and address existing institutional gaps in managing urban issues. The course also encourages proposing innovative changes to existing laws to align with urban environmental management practices. Additionally, it helps individuals effectively implement urban laws and policies by adapting to the fast-changing needs of a dynamic urban society. The future will see an even closer integration between urban planning and the environment, with building regulations already incorporating environmental clearances and conditions. It is likely that the distinction between these two areas will become even less evident in the coming years.

Keeping these developments in mind, the course is designed for the training and capacity building of all those persons concerned with and involved in improving living conditions and quality of life for urban citizens in various capacities. It provides policy recommendations, innovative approaches for urban governance, and informative training to various professionals. Our goal is to enhance the quality of human resources by creating efficient urban managers.

The objective of the programme is to:

  1. Provide background knowledge and practical tools for addressing crucial urban problems at both policy and implementation levels.
  2. Enable the participants to propose changes, as necessary, in our laws to find convergence with urban environmental management practices.
  3. Present and discuss urban management in the broader perspective of environmental governance and sustainable development issues.
  4. Train urban professionals to optimally utilise financial and technical resources or materials, ensuring effective governance at a local, regional, and national level.

This program would be beneficial to personnel working in local and state urban development authorities, urban planners and managers, local policymakers, professionals from ministries, private sector employees, academia, and civil society organisations. The PG Diploma program offers participants an opportunity to delve into the essential elements of urban management and gain exposure to the most effective practices in urban governance, with an emphasis on environmental conservation.


PGDUEML comprises of 32 Credits or 500 Marks. It consists of 5 courses - 4 theory courses and 1 project work. All courses are compulsory.

Please ensure there are no capital letters,symbols or spaces in the filename.

Required documents:

  1. Curriculum Vitae (CV)
  2. Graduation Degree or Final Semester Marksheet
  3. Statement of Purpose (SOP)

In addition, upload your passport-size photograph in JPEG or PNG format, named as:

Step 2: Confirmation of Registration

Upon successful submission of the form and documents, a confirmation pop-up will appear on the website. Please note that this serves as your acknowledgment of submission.

Step 3: Application Review

Our admissions team will review your application within 1–2 weeks. If your application meets the eligibility and selection criteria, you will be offered admission to the course.

Step 4: Admission Offer & Fee Payment

If selected, you will receive an official admission email containing the course fee details and instructions for payment.

Step 5: Submission of Payment Details

After making the payment, you are required to email us the proof of payment (transaction screenshot or receipt). Our team will verify the payment at our end.

Step 6: Fee Acknowledgment

Once the payment is verified, you will receive a fee acknowledgement e-mail.
