The Post Graduate Diploma in Urban Environment Management and Law (PGDUEML) is a specialised course that focuses on strengthening the delivery capacity of urban administrators and environment professionals. The PGDUEML course aims to provide participants with in-depth knowledge and a thorough understanding of urban laws, by-laws, and policies. It equips individuals to identify and address existing institutional gaps in managing urban issues. The course also encourages proposing innovative changes to existing laws to align with urban environmental management practices. Additionally, it helps individuals effectively implement urban laws and policies by adapting to the fast-changing needs of a dynamic urban society. The future will see an even closer integration between urban planning and the environment, with building regulations already incorporating environmental clearances and conditions. It is likely that the distinction between these two areas will become even less evident in the coming years.

Keeping these developments in mind, the course is designed for the training and capacity building of all those persons concerned with and involved in improving living conditions and quality of life for urban citizens in various capacities. It provides policy recommendations, innovative approaches for urban governance, and informative training to various professionals. Our goal is to enhance the quality of human resources by creating efficient urban managers.

The objective of the programme is to:

· Provide background knowledge and practical tools for addressing crucial urban problems at both policy and implementation levels.

· Enable the participants to propose changes, as necessary, in our laws to find convergence with urban environmental management practices.

· Present and discuss urban management in the broader perspective of environmental governance and sustainable development issues.

· Train urban professionals to optimally utilise financial and technical resources or materials, ensuring effective governance at a local, regional, and national level.

This program would be beneficial to personnel working in local and state urban development authorities, urban planners and managers, local policymakers, professionals from ministries, private sector employees, academia, and civil society organisations. The PG Diploma program offers participants an opportunity to delve into the essential elements of urban management and gain exposure to the most effective practices in urban governance, with an emphasis on environmental conservation.


PGDUEML comprises of 36 Credits or 600 Marks. It consists of 6 courses - 5 theory courses and 1 project work. Courses I, II, III, IV, V and VI will be of 6 credits each. All courses are compulsory.

COURSE I: INTRODUCTION TO URBANISATON      ( 6 Credits )

Course II: ENVIRONMENTAL LAWS AND POLICIES PERTAINING TO URBANISATION   ( 8 Credits )

COURSE III: URBAN GOVERNANCE AND MANAGEMENT   ( 8 Credits )

Course IV: GLOBAL AND NATIONAL INNOVATIVE PRACTICES    ( 6 Credits )

COURSE V – Practical Training   (4 Credits )

 

Interested applicants are requested to submit soft copies of the duly filled Admission Form (Annexure 1) along with their curriculum vitae, copies of certificates of qualification (Graduation Degree or final semester marksheet) and statement of purpose.

Fee payable for the PGDUEML program is Indian Rupees Sixteen Thousand Only (Rs.16,000). Fee is to be paid via 'Online Transfer' (Bank details shall be provided to the applicants via email). NOTE: International applicants should write an email to us requesting bank details for wire transfer as well as fees involved. If an applicant is unable to pay via 'Online Transfer', the applicant may issue a Demand Draft drawn in favor of ‘World Wide Fund for Nature – India’ payable at New Delhi (Candidates name and phone number to be appended behind Demand Draft).

Note: Candidates are requested to make payment via bank online transfer or demand draft only. Please don’t make payments through UPI mode.

Special note for applicants residing outside India: at the time of transfer of fees, kindly verify the exchange rate as on the day of transfer, as well as any additional charges or levies that may be applicable on this transfer. Kindly ensure that the full fee amount is credited to WWF-INDIA after clearing all additional dues that such a transfer may attract.

Please note that, if the participant is not selected either through merit or after facing interview panel, the fee paid along with application form will be refunded with immediate effect. However, after the offer of admission is made to the participant (i.e., the participant is either selected on merit or by interview panel) the fee will not be refunded.
